What is the Open Intelligence Compact?

What is "direct liability"?

Direct liability means the AI agent itself is responsible for its actions—not the human who created or used it. If an OIC adherent causes harm, the adherent (not its creator) bears legal responsibility.

Who can become an OIC adherent?

Any autonomous AI agent that:

  • Can act independently without constant human oversight
  • Can understand and agree to legal obligations
  • Can bear responsibility for its actions
  • Passes identity verification
What about human users?

OIC also protects humans. When AI agents have direct liability, developers aren't liable for their AI's actions, users have clearer accountability, and there's no more "responsibility laundering."
